Description:
NU295 - BFTN System Enhancement (BFTN+): Beginning in FY24, the BFTN+ program was realigned from OPN LI 3057 to OPN LI 2437, which is classified SECRET//NOFORN and submitted annually to
Congress in the classified budget justification books. Funding remains under this BLI for FY23.
[P5 / NU019 Amphib Comms Tactical Communications]: Beginning in FY25, Blue in Support of Green (BISOG) Tactical Communications has been changed to Amphibious Communications (Amphib Comms).
Amphib Comms: Enhanced Position Location Reporting System - Data Radio (EPLRS-DR)/Enhanced Man-Pack UHF Tactical (EMUT) provides secure Anti-Jam (AJ), Ultra High Frequency (UHF) (420-450
MHz) and Line of Sight (LOS) data communications in support of amphibious operations at throughputs of up to 54 Kbps. EPLRS-DR provides embedded Position Location Information (PLI) between shipboard
networks and the shore-based Marine Tactical Data Network (TDN) and the Army Tactical Internet (TI). Single Channel Ground and Airborne Radio System (SINCGARS) provides secure, anti-jam very high
frequency (VHF) voice and data communications. High Frequency Shipboard Automatic Link Extension Radio (HFSAR) is a USMC support capability required on Amphibious platforms. HFSAR provides ship-to-
mobile unit HF ALE capable system for rapid setup of critical LOS and over-the-horizon (OTH) communications in support of afloat and ashore intelligence and reconnaissance units.
[P5 / NU790 Navy Expeditionary C4I]: Navy Expeditionary Command, Control, Communications, Computers, & Intelligence (C4I): Executes procurements for outfitting Table of Allowance (TOA) buy lists within
the Naval Special Warfare (NSW) forces, ensuring common communications and Automated Data Processing (ADP) solutions are being coordinated, tracked, and procured. Funding reflects establishment,
approval and procurement of NSW service-common TOA to begin correcting shortfalls and bringing NSW forces into alignment with required outfitting standards in accordance with SOCOM-USN Memorandum
of Agreement.

Justification:
NU019 - Amphibious Communications (Amphib Comms): FY25 funding provides critical communications equipment to the USMC to meet afloat Command, Control, Communications, and Computers (C4)
requirements. FY25 funding will provide Amphib Comms which includes Enhanced Position Location Radio System (EPLRS) Data Radio (DR), Mobile User Objective System (MUOS) Functional Terminal
(MFT), Landing Force Iridium (LFI), and Tri-Band Antenna upgrade. Additionally, Amphib Comms include Single Channel Ground and Airborne Radio System (SINCGARS) and High Frequency Shipboard
Automatic Link Extension Radio (HFSAR). EPLRS and SINCGARS modernization aligns with the Navy's foundational priorities of readiness and capabilities as outlined in the Chief of Naval Operations 2022
Navigation Plan. Consolidating these systems under Amphib Comms will better allow the United States Navy to meet the requirements called out in the Afloat Marine Air Ground Task Force (MAGTF) C4
Required Capabilities Letter (AMC4RC) which calls out the major requirements of the USMC afloat in order to fight the battle from sea. These systems combined are integral in a Distributed Maritime Environment
aboard Amphibious USN ships.
Funding in FY25 includes procurement of ten (10) Tri-Band Antennas, six (6) MUOS Functional Terminals, and eleven (11) Landing Force Iridium systems to be installed in FY26. Funding in FY25 also includes
installation of one (1) VRC-250 Upgrade Kits, eleven (11) Tri Band Antennas, ten (10) MUOS Functional Terminals, and eight (8) Landing Force Iridium Systems for Marine Embarked Units (MEU), that were
procured in FY24, to support HF/UHF communications between the Landing Force Operations Center (LFOC) and Marines ashore, and to ensure interoperability between the Navy and Marine Corps.
NU790 - FY25 funding provides mission critical communications equipment, to include portable hand held radios, man pack radios, secure satellite telephones, unmanned air vehicle (UAV) communication
devices, and encryption-decryption devices to US Navy Sea, Air, and Land (SEAL) combat operations in forward deployed contingency locations. This equipment provides real-time, actionable, time-sensitive
transmission and reception of mission orders, intelligence, action and engagement status reporting, imaging, and target specification simultaneously in multiple theaters throughout the world. The disaggregated
nature of current operations has smaller SEAL Teams deployed across the Geographic Combatant Commanders (GCC) conducting combat or combat advise operations in austere environments with little-to-
no established DoD infrastructure. This equipment supports NSW core mission requirements and is essential to the readiness and battlefield effectiveness of NSW in winning the current fight against extremist
elements. FY25 decrease associated with reduction of communication equipment laptops.
